Virtual Event: Reconciliation and the Regulatory Process

Stephanie Cellini, Clare McCann, and Jordan Matsudaira
September 2025

Earlier this year, Congress passed a reconciliation law (a.k.a. the One Big Beautiful Bill) that will substantially reshape the higher education sector. The U.S. Department of Education is now moving quickly to implement the law through the federal regulatory process, with most provisions set to take effect in 2026.

On September 18, 2025 from 1-2 PM ET, the PEER Center held a virtual event with researchers and other interested parties. We walked through what was (and was not) included in the final law, and what these new policies might mean for students and institutions. We also provided detail on the rulemaking process and offered tips for researchers interested in following and engaging in the policy process.

Stay tuned for more forthcoming events on engaging with the regulatory process!
