As of the summer of 2025, DDOT has suspended Spin's license to operate in the District of Columbia. Spin continues to operate in Maryland and Virginia and honor the partnership with AU to offer discounted rides and membership as detailed below. The hope is that this dispute will be resolved in a timely manner and Spin will soon be able to return to full operations in D.C. E-Scooters at AU
American University students, faculty, and staff are able to enjoy an eco-friendly mode of transportation: Battery-operated scooters powered by renewable energy are available across the university’s main campus, the Washington College of Law (WCL) Tenley campus, and the Spring Valley building thanks to a partnership with Spin, the San Francisco-based micromobility company.
Spin E-scooters are available for rental at marked corrals adjacent to existing bike racks on the AU campus. Riders must be at least 18 years old, have a valid driver’s license, and download the Spin app. Be sure to use your @american.edu email address when signing up.
Other Dockless E-Scooters & E-Bikes
Shareable E-Scooters and E-Bikes, or Dockless Vehicles are rentable from various companies throughout the District. They provide a fun, convenient way to travel to, from, and around campus. Dockless vehicles should be parked adjacent to outdoor bikeracks and not on neighborhood sidewalks, building entrances, or anywhere obstructing the way of pedestrians. Dockless vehicles are also prohibited from entering any campus buildings. Improperly used or parked vehicles may be impounded by Parking and Commuter Services or AU Police.
Reporting Improperly Parked or Damaged Scooters
Any improerply parked, damaged, dead or fallen-over dockless scooters or E-bikes should be reported directly to the company operating them. A list of contact information for all scooter operaters in the district can be found on the District Department of Transportation's Dockless Program Website.
Hoverboards
Hoverboards are banned from campus due to safety issues. They should not be brought on to campus under any circumstances and may be confiscated if seen by PCS or AUPD.
Dockless vehicle regulations and guidelines
Dockless Sharing Vehicle means a dockless bicycle or dockless electric scooter that is available to rent in the public right-of-way through a rental system that does not include the installation of docking stations in the public right-of-way. The term “dockless sharing vehicle” does not include a motor vehicle, motorcycle, low-speed vehicle, or a motor-driven cycle, as defined in 18 DCMR 9901, or an all-terrain vehicle as defined in D.C. Official Code § 50-2201.02(2).
Dockless Electric Scooter means a motorized standing scooter with tandem wheels that is personally owned or available to the public for rental through a rental system that does not include the installation of docking stations in the public right-of-way. A dockless electric scooter shall be considered a personal mobility device, as defined in D.C. Official Code § 50-2201.02(13).
Adaptive Dockless Sharing Vehicle means a shared-mobility vehicle that is available to rent in public space, that is not a motorcycle, low-speed vehicle or a motor-driven cycle as defined in 18 DCMR 9901, or an all-terrain vehicle as defined in D.C. Official Code § 50-2201.02(2), that is accessible to people with various physical disabilities. Examples include recumbent bicycles, tricycles, and hand cycles, any of which may be motorized.
Personal Mobility Device: means a motorized propulsion device designed to transport one person or a self-balancing, two non-tandem wheeled devices, designed to transport only one person with an electric propulsion system, but does not include a battery-operated wheelchair.
Dockless Vehicles operated or parked on university owned or controlled property must comply with all University policies, District of Columbia laws, and agreements with dockless vehicle sharing providers.
When operated on public streets or in areas intended for use by motor vehicles, Dockless Vehicle operators will comply with all laws and regulations pertaining to motor vehicle regulations, posted street signs and speed limits. Dockless Vehicle shall yield to pedestrians and ride on the right side of the road (with traffic), not on the sidewalk.
When parked, Dockless Vehicles must be stored within bicycle racks or other spaces/areas designated for their use such as scooter corrals. User agreements with Dockless Vehicle Sharing companies apply on the University’s campus.
The University reserves the right to fine, remove or confiscate/impound improperly parked or abandoned Dockless Vehicles, at its discretion.
The Office of Parking and Commuter Services(“OPCS”) will coordinate with Human Resources and/or ASAC on all reasonable accommodation requests related to mobility-impaired devices.
All personal Dockless Vehicles parked on university property shall be registered with the OPCS. Registration is free and available online through the Parking Portal, located on the University Transportation webpage. Personal Dockless Vehicle registration is valid for four (4) years. Owners should register their Dockless Vehicles under the bicycle category by selecting from the Brand dropdown menu. After completing the online registration, OPCS will issue the registrant a permit, which may be picked up at the OPCS.
Unregistered personal Dockless Vehicles (whether owned or operated by an affiliate or a non-affiliated individual) found on university owned or controlled property are subject to citation and/or confiscation by the University Police and/or OPCS.
The following rules must be adhered to when operating or parking a Dockless Vehicle:
- Dockless Vehicles may only be operated on paved roadways, including those not open to motor vehicles (i.e. the quad).
- Dockless Vehicles must be operated in the direction of moving traffic, and must follow all traffic control signs, speed limits and lane markings.
- Dockless Vehicles must yield to pedestrians.
- Dockless Vehicles must ride in single file.
- Dockless Vehicle operators must signal with an audible warning when passing another Dockless Vehicle, bicyclist or pedestrian.
- Dockless Vehicle operators must use hand signals when approaching intersections.
- Dockless Vehicles, when in use at night, must be equipped with lights or reflectors to ensure adequate visibility for drivers and pedestrians.
Dockless Vehicles must be parked within or immediately adjacent to bike racks throughout campus or in designated scooter corrals. The University will continue to work with Dockless Vehicle companies to optimize the geofenced areas so that parking is convenient for riders while still ensuring adequate space on sidewalks, ramps and entryways for pedestrians and individuals with disabilities.
Dockless Vehicles shall not:
- Be secured to benches, signs, light posts, trees, chain/post borders, handrails, bus shelters, fire hydrants or any other unspecified location.
- Be used on stairs, benches, handrails, or for doing tricks, wheelies or jumps.
- Block (or be attached to) wheelchair ramps in any manner.
- Be secured or locked to any interior railing, placed in a hallway, or allowed to impede any means of ingress or egress.
- Be brought into any University buildings
- Be abandoned or stored in a state of disrepair on Campus.
Dockless Vehicle use is prohibited:

- Inside any University building.
- On sidewalks and pathways. Riders must dismount completely to walk on sidewalks.
- For any purpose other than transportation.
- For operation with more than one person on a singular scooter.
- In parking garages, on athletic fields or any other area marked as prohibited by the OPCS; Riders must dismount completely and walk before entering or exiting prohibited areas.
Dockless Vehicles may not be charged using any University electricity source. Any Dockless Vehicle found charging on campus will be subject to citation and/or confiscation.
Confiscation
The University reserves the right to cut a locking device to remove a bicycle or dockless vehicle at the owner’s expense if deemed abandoned, impeding egress, has incurred multiple unpaid citations or is in violation of this Policy. Confiscated bicycles and dockless vehicles will be impounded and held by the University Police for ninety (90) days. Upon expiration of the ninety (90) day period, the vehicle will become the property of the University and may be subject to sale, donation or recycling. Owners wishing to reclaim confiscated bicycles or dockless vehicles must contact the University Police at (202) 885-2527. Owners must present proof of ownership (such as registration or a receipt of sale including the bicycle serial number) and pay all associated fines and penalties upon reclamation.
